Section 1
1.1 |
Purpose.
It is the purpose of this Church to send forth representatives upon the highways preaching
the gospel of the Kingdom in all the world, witnessing to all nations, and then the end
will come. Matthew 24:14 |

Exercise of
power. The provisions of this vehicle code and the other provisions described herein
are an exercise of the power given to the Church by Jesus Christ, as recorded at Matthew
28:18-20 of the Holy Bible: |
All authority has been given to Me in
heaven and on earth. Go therefore and make disciples of all the nations, baptizing them in
the name of the Father and of the Son and of the Holy Spirit, teaching them to observe all
things that I have commanded you; and lo, I am with you always, even to the end of the
age. |

Policy. It is hereby
declared to be the policy of this Church: |
1.3(b) |
To train, equip and send
representatives of the Church to all nations teaching that repentance brings forgiveness
of sins in the name of Jesus Christ. Luke 24:47 |
1.3(c) |
To discourage ungodly
(unscriptural) behavior on the part of residents of Heaven through the implementation of
scriptural precepts established in the New Testament. |

Effect of code.
Whatever is bound on earth is bound in Heaven and whatever is loosed on earth is loosed in
Heaven. Matthew 16:19 |
1.5 |
Residency. The
residency of a citizen is in Heaven where dwells our King. Philippians 3:20 |
1.6 |
Address. A mailing
address or physical address does not establish residency with other jurisdictions. |
1.7 |
Eligibility. Only
residents of Heaven are eligible for a driver license or vehicle certificate of title. |
1.8 |
Effect of previous
jurisdiction. Any driver license, vehicle certificate of title, vehicle registration
or plates issued by a previous jurisdiction are of no effect and are considered void.2

Offenses forgiven.
Based upon repentance, all prior offenses from a previous jurisdiction are forgiven.

Section 2
2.1 |
Definitions generally. These
definitions govern their meaning in the context of the vehicle code. |
2.2 |
"Administrator."
"Administrator" means the Church representative in charge of overseeing the
driver licensing and vehicle titling and registration program. |
2.3 |
"Church."
"Church" means the body of Christ with Jesus Christ as the Head. The Embassy of
Heaven, also known as Embassy of Heaven Church, is a branch of the Church and performs the
administrative provisions of this code. |
2.4 |
"Citizen."
"Citizen" means the same as "resident of Heaven." |
2.5 |
"Drive." "Drive"
and "Driving" means to control a mechanical device with the intent of movement. |
2.6 |
"Driver." "Driver"
means anyone who drives. |
2.7 |
"Driver
license." "Driver license" means a document issued as evidence of the
grant of driving privilege. |
2.8 |
"Driving
privilege." "Driving privilege" means a grant of permission by Almighty
God to drive upon the highways, whether or not documents are issued. |
2.9 |
"Heavenly
government." "Heavenly government" means the system of rule established
by Jesus Christ, the Anointed King and only begotten Son of the Most High God. Also called
Kingdom of Heaven, Kingdom of God, Embassy of Heaven, Embassy of Heaven Church and State
of Heaven. |
2.10 |
"Highway."
"Highway" means every public way, road, path, street, thoroughfare and place,
open and used by the general public, including land, water and airways. |
2.11 |
"License."
"License" means a grant of permission by Almighty God to perform a particular
act. |
2.12 |
"Motor
vehicle." "Motor vehicle" means a vehicle that is moved by means other
than human or animal power. |
2.13 |
"Register." "Register"
means to record in the official records. |
2.14 |
"Resident of
Heaven." "Resident of Heaven" means anyone who is reborn as a citizen
of the Kingdom of Heaven and has given allegiance to Jesus Christ our King. |
2.15 |
"Steward."
"Steward" means anyone entrusted with the maintenance and care of Church
vehicle. Generally, the steward holds the vehicle certificate of title. |
2.16 |
"Vehicle." "Vehicle"
means any mechanical device intended for movement. |
2.17 |
"Vehicle
certificate of title." "Vehicle certificate of title" means a document
issued by an authority as evidence of vehicle ownership. |
2.18 |
"Vehicle
registration card." "Vehicle registration card" means a document issued
by an authority as evidence that vehicle is registered. |
Section 3
ADMINISTRATIVE PROVISIONS |
3.1 |
Church administration,
duties: The Church has been empowered by Jesus Christ to perform the duties, powers
and functions with respect to the following: |
3.1(a) |
The administration of the
provisions relating to driving privileges granted under licenses. |
3.1(b) |
The administration of the
provisions relating to motor vehicle titling and registration. |
3.2 |
Administrator. The
duties of the administrator of driver licensing, vehicle titling and registration program
shall be performed by the Pastor or he may designate a deputy with full authority to act
as the administrator. The administrator shall have authority to: |
3.2(a) |
Purchase necessary supplies
and equipment. |
3.2(b) |
Organize his office in the
manner he considers necessary to properly conduct his duties. |
3.3 |
Content of forms.
The administrator shall design request forms for driver licenses and vehicle title,
registration and plates. The contents of such forms shall be determined by the
administrator. |
3.4 |
Content of documents.
The administrator shall design a driver license, vehicle certificate of title, vehicle
registration card, and plates. The contents of such documents shall be determined by the
administrator. |
3.5 |
Financial
administration. The cost of the driver licensing, vehicle titling and registration
program shall be maintained through voluntary donations. |
3.6 |
Records. The
administrator shall keep and maintain records of Church-issued driver licenses, vehicle
titles and registrations. |
3.7 |
Confidentiality of
records. Church records are private and confidential. At the discretion of the
administrator, an abstract of a particular driving or vehicle record may be sent to the
requesting entity. General listings of Church drivers or vehicles are not available. |
3.8 |
Insurance. Church
shall provide proof of insurance for vehicles registered and titled under the provisions
of this Code. |
Section 4
VEHICLE TITLE AND REGISTRATION |
4.1 |
Issuance of a vehicle
certificate of title and registration. The Church shall issue a vehicle certificate of
title, vehicle registration card and registration plates for a vehicle if the following
provisions are met: |
4.1(a) |
Church receives a signed
certificate of title or bill of sale or statement by owner releasing all interest in
vehicle, and |
4.1(b) |
Church receives one of its
completed request forms for vehicle title, registration and plates. |
4.2 |
Certificate of title as
proof of Church property. A vehicle certificate of title is evidence of the vehicle
being Church property. |
4.3 |
Contents of certificate.
A vehicle certificate of title issued by the Church shall conform to the following: |
4.3(a) |
The certificate shall be
numbered. |
4.3(b) |
The certificate shall
contain a description of the vehicle. |
4.3(c) |
The certificate shall be
authenticated by the seal of the Embassy of Heaven printed on the certificate. |
4.3(d) |
The certificate shall
contain a signature area that is left blank until the vehicle is sold. |
4.4 |
Contents of vehicle
registration card. The vehicle registration card issued by the Church shall conform to
the following: |
4.4(a) |
The vehicle registration
card shall be numbered. |
4.4(b) |
The vehicle registration
card shall contain a description of the vehicle. |
4.4(c) |
The vehicle registration
card shall be authenticated by the seal of the Embassy of Heaven printed on the
certificate. |
4.5 |
Disposition of
documents. The vehicle certificate of title is to be kept in a safe place, outside of
the vehicle. The vehicle registration card is to be kept in the vehicle and displayed upon
request. |
4.6 |
Disposition of plates. Registration
plates are to be mounted on the vehicle, one on the front and one on the back. |
4.7 |
Removing vehicle from
service. If a vehicle becomes unusable on the highways because of accident, mechanical
failure, or other reason, the steward shall return the vehicle certificate of title and
vehicle registration card to Church. |
4.8 |
Purchasing vehicle.
Vehicles shall be purchased in the name of Embassy of Heaven Church. |
4.9 |
Selling vehicle. If
vehicle is sold, steward shall: |
4.9(a) |
Sign and date vehicle
certificate of title releasing interest and deliver certificate to new owner. |
4.9(b) |
Return vehicle registration
card to Church stating that vehicle has been sold. |
4.10 |
Change of name or
address. Whoever has been issued a vehicle certificate of title under this section and
has a change of name or address, shall notify the Church of the new name or address. |
Section 5
DRIVING PRIVILEGES, LICENSES |
5.1 |
Granting of privilege. All
residents of Heaven are granted by Almighty God the privilege of driving upon the highways
to preach the gospel of our Lord Jesus Christ, whether or not documents are issued. |
5.2 |
Issuance of driver
license. The Church shall issue a driver license if the Church receives a completed
request form for driver license. |
5.3 |
Possession of license. Whoever
has been issued a driver license shall keep it in his possession while driving and display
it upon request. |
5.4 |
Change of name or
address. Whoever has been issued a driver license under this section and has a change
of name or address, shall notify the Church of the new name or address. |
Section 6
6.1 |
Duty of driver. This
section establishes principles for using a motor vehicle upon the highways. |
6.2 |
Maintain vehicle.
Keep vehicle in good working condition.1 Corinthians 14:40 |
6.3 |
Follow local driving
customs. Comply with local ordinances governing the flow of traffic if ordinances are
of the Lord.1 Peter 2:13 |
6.4 |
Drive courteously.
Be aware of the needs of other drivers and treat them as you like to be treated.

Yield to offensive
driver. If someone tries to suddenly pull out in front of you, or violates your
right-of-way, yield to him. Hebrews 12:14 |
6.6 |
Be good Samaritan.
If you notice a motorist stalled on the side of the highway who may need help, stop to see
if you can be of service. Luke 10:33 |
6.7 |
Do not go to law against
another. Allow yourself to be defrauded and forgive those who wrong you.1

6.8 |
Accident procedures.
Whoever is involved in an accident shall: |

Minister to the accident

6.8(b) |
Settle quickly with parties
involved. Matthew 5:25 |
6.8(c) |
Whoever is at fault, shall
make restitution to the injured party as able. Matthew 7:12 |
Section 7
7.1 |
Procedures. This
section establishes the procedures for disciplinary action. |
7.2 |
Not subject to arrest.
Whoever drives upon the highways is not subject to citation or arrest for minor offenses.
All things are lawful, but liberty is not a cloak for evil.1 Peter 2:16 |
7.3 |
Method of resolving
dispute. Whoever is involved in a dispute shall resolve the problem in the following
manner: |
7.3(a) |
A witness to an unchristian
act shall tell the offender his fault. Matthew 18:15 |
7.3(b) |
If the offender will not
hear it, then the witness shall establish every word before several witnesses.

7.3(c) |
If the offender still will
not hear it, then the matter shall be brought before the Church. Matthew 18:17 |
7.4 |
Disciplinary action. If
the Church determines that the offender is in violation of the vehicle code, the offender
is subject to disciplinary action. |
7.5 |
Authority of foreign
jurisdiction. Foreign jurisdictions are not granted authority to hear matters related
to residents of Heaven. Romans 14:4 |
Section 8
8.1 |
General guidelines. This
section establishes the model Code of Conduct and is based upon the teachings of
Jesus Christ in His Sermon on the Mount, recorded in Matthew, Chapters Five through Seven,
of the Holy Bible: |
8.2 |
How blest are those who
know they need God, for the Kingdom of Heaven belongs to them. How blest are the
sorrowful, for they shall be comforted. How blest are those of a gentle spirit, they shall
possess the earth. How blest are those who are hungry and thirsty to see that right wins,
they shall be satisfied. How blest are those who show mercy, mercy shall be shown to them.
How blest are those whose hearts are pure; they shall see God. How blest are the
peacemakers, God shall call them His sons. How blest are those who suffer persecution for
the cause of right, the kingdom of Heaven is theirs. How blest are you when you suffer
insults and persecution and false accusations for My sake, rejoice and be glad for rich is
your reward in Heaven.5:3-12 |
8.3 |
You are salt to the world.
You are a light to the world. Shine your light before men so that when they see the good
you do, they may praise your Father in Heaven.5:13-16 |
8.4 |
Do not think that I came to
destroy the law. I have come to fulfill it. Unless you are better than the self-righteous
and the lawyers, you will never enter the kingdom of Heaven.5:17,20 |
8.5 |
You have learned, "Do
not murder or you will be judged." But I tell you that anyone who nurses anger
against his brother will be in danger of the judgment.5:21-22 |
8.6 |
When you are bringing your
gift to the altar and you remember that your brother has something against you, leave your
gift before the altar and go and make peace with your brother. Only then come back and
offer your gift.5:23-24 |
8.7 |
If someone sues you, settle
quickly with him while you are both on your way to court. Otherwise, he may hand you over
to the judge, and the judge hand you over to the officer, and you are thrown in prison.5:25 |
8.8 |
You have learned, "Do
not commit adultery." But I tell you, if a man even looks at a woman with impure
thoughts, he has already committed adultery with her in his heart.5:27-28 |
8.9 |
If your right eye causes
you to sin, pluck it out and cast it from you. If any part of your body is your undoing,
cut it off, for it is better to lose one part of your body than for your whole body to go
to hell.5:29-30 |
8.10 |
You were told, "A man
who divorces his wife must give her a certificate of divorce." But I tell you that
whoever divorces his wife causes her to commit adultery; and whoever marries a woman who
is divorced commits adultery.5:31-32 |
8.11 |
You have learned, "Do
not swear falsely." But I tell you not to swear at all. Plain "yes" or
"no" is all you need.5:33-37 |
8.12 |
You have learned, "An
eye for an eye and a tooth for a tooth." But I tell you not to set yourself against
the man who wrongs you. If someone slaps you on the right cheek, turn and offer him your
left. If a man wants to sue you for your shirt, let him have your coat as well. If a man
in authority forces you to go one mile, go with him two. Give when you are asked to give;
and do not turn your back on a man who wants to borrow.5:38-42 |
8.13 |
You have learned,
"Love your neighbor and hate your enemy." But I tell you, do good to those who
hate you and love and pray for your enemies. There must be no limit to your goodness, as
your Heavenly Father's goodness knows no bounds.5:43-48 |
8.14 |
Do not show off your good
deeds before men. Otherwise you have no reward from your Father in Heaven.6:1-4 |
8.15 |
When you pray, go into a
room alone and pray to your Father who sees in secret and will reward you openly.6:5-6 |
8.16 |
In this manner, pray: Our
Father in Heaven, Hallowed be Your name. Your Kingdom come. Your will be done on earth as
it is in Heaven. Give us this day our daily bread. And forgive us our debts, as we forgive
our debtors. And do not lead us into temptation, but deliver us from the evil one. For
yours is the Kingdom and the Power and the Glory forever. Amen.6:9-13 |

If you forgive others the
wrongs they have done, your Heavenly Father will also forgive you; but if you do not
forgive others, then the wrongs you have done will not be forgiven by your Heavenly

When you fast, comb your
hair and wash your face so that it is not obvious that you are fasting. Your Father who
sees in secret, will reward you openly.6:16-18 |

Do not store up treasures
of the earth, but store up treasures in heaven. For where your treasure is, there your

The lamp of the body is the
eye. If your eye is sound, you will have light for your whole body. But if your eye is

No one can serve two

Do not worry about food,
drink and clothes. Your Heavenly Father knows you need them all. Set your mind on God's

Do not judge and you will
not be judged. For as you judge others, in the same way you will be judged.7:2 |

Do not try to remove the
